ATF finally issued the guidance. Here’s what it means for us in Louisiana.
THE RENEGADE REPORT · OCTOBER 9, 2026
We’ve been waiting on a straight answer. Today, ATF put its guidance in writing. That gives us something concrete to work from, but there are still a few things we need to separate before anybody walks out thinking every rule disappeared.
What changed today?
Effective October 9, ATF’s new enforcement policy covers suppressors, short-barreled rifles, short-barreled shotguns, and qualifying “any other weapons.” ATF says it will no longer require prior NFA making or transfer approval or NFA registration for those covered items. It will still accept voluntary applications. Machine guns and destructive devices remain under the full NFA requirements. This is an enforcement policy, and the underlying law has not simply been erased. Read the open letter.
You still have to qualify to buy.
Dealer transfers still require a Form 4473, applicable background checks, and transaction records. Prohibited-person rules still apply. Today’s announcement does not mean somebody can skip the normal eligibility requirements. ATF’s announcement explains those requirements.
How old do you have to be?
For a suppressor purchased from a licensed dealer, you must be 21 or older. A suppressor is a firearm under federal law, but it is not a rifle or shotgun, so it falls under the dealer’s 21-and-older rule.
We should not lump every covered item into that same age category. Federal dealer rules use an 18-year minimum for rifles and shotguns and a 21-year minimum for other firearms. Classification matters, and we’ll check the actual item and applicable law before a transfer. That dealer-purchase rule should not be presented as a blanket rule for every kind of possession or private transfer. ATF’s age guidance
Louisiana hunting is a separate question.
If you want to hunt with a suppressor in Louisiana, don’t assume today’s federal announcement settles that. Louisiana R.S. 56:116.6 still ties suppressor hunting authorization to payment and possession of the required federal tax stamp. It also includes a five-year restriction following a class-four-or-greater hunting conviction. Read the current hunting statute.
We are continuing to offer both paths for eligible Louisiana customers: a Form 4473-only transfer or voluntary ATF registration on Form 4 for a transfer. Form 1 is the application for making and registering a suppressor; it is not a substitute for Form 4 when buying an existing one. If you plan to hunt with a suppressor in Louisiana, we are continuing the registration process. If you choose the 4473-only path because you do not expect to hunt with it, understand that the transfer paperwork does not establish authorization to hunt with an unregistered suppressor. Getting caught using it while hunting this season can carry serious consequences under Louisiana law.
What about over-the-counter or person-to-person transfers?
Here at The Rustic Renegade, we are offering both transfer paths to eligible Louisiana residents. You still have to meet the age, residency, background-check and other applicable requirements. Louisiana residency by itself does not establish eligibility. Louisiana law also continues to apply. R.S. 40:1785 · R.S. 40:1781
Our message is for Louisiana customers. We are explaining our store’s two options, not promising that every private or out-of-state transfer is lawful. Private transfers still have federal restrictions, including prohibited buyers and interstate transfers. ATF’s policy does not override state law. ATF’s current FAQ
Before you travel
ATF still requires prior Form 20 approval for individuals transporting short-barreled rifles or short-barreled shotguns across state lines, even when unregistered. Check the laws where you’re going and along the way. ATF also warns that its enforcement policy could change. Those details matter when deciding whether to use voluntary registration.
We finally have guidance to read. Now we need to apply it carefully, explain what it actually says, and keep Louisiana’s rules in the conversation. Tell us what you want to buy and how you plan to use it, and we’ll work through the requirements with you.
